The New York State Department of Health, through The AIDS Institute, is entering into a five-year contract with the Foundation for AIDS Research to support the statewide Hepatitis C Testing program. This program, initiated in 2012, focuses on providing free hepatitis C virus screening to populations at high risk, by purchasing, tracking, and distributing testing supplies, including rapid test kits, to public health entities and community organizations across all counties in New York State. The contract is a sole-source award due to the specialized qualifications of the Foundation for AIDS Research and the unique circumstances of this procurement, making competitive bidding unfeasible. The agreement is set to commence on July 1, 2025, and will conclude on June 30, 2030, with a contract value estimated between $500,000 and $2,000,000. The procurement process was posted with an exemption from advertising, emphasizing the specific need for this single-source arrangement. Interested parties could respond by September 16, 2025. The contract aims to ensure the continuous supply and distribution of testing materials to support public health efforts in combating hepatitis C across New York State. The designated point of contact for inquiries is Ilene Kane, the Health Program Administrator I, reachable via email.
