This synopsis is to expand dorm chiller plant building 90370 on Hurlburt Field, FL. The contractor shall furnish all labor, materials, tools, supervision, and equipment to perform all operations necessary to accomplish all work as shown on the drawings and specifications. The general work includes, but not limited to; connect five buildings to an existing central chiller plant, while adding another chiller and expanding the existing control system to serve the new equipment. Currently, the existing chiller plant serves three buildings. This expansion will centralize chiller operation, maintenance, and repair requirements for the buildings listed and eliminate maintenance and repair/replacement requirements for the current air-cooled chillers and individual building chilled water pumps.The work to be performed includes, but is not necessarily limited to, the following principal features: - Adding additional 350ton water cooled chiller and cooling tower with the necessary piping required - Replacing the secondary chilled water pump at the chiller plant - Adding a new primary pump and condenser water pump for the new 350ton water cooled chiller - Adandoning chillers and removing pumps and 3-way valves at individual buildings - Adding a 2-way valves at individual buildings - Trenching and installing new chiller water piping to the additional buildings being added to the chiller plant, including restoring any landscaping/sidewalks to pre-construction condition. This acquisition will be set aside for HUBZone offerors only. The North American Industry Classification System (NAICS) code for this project is 238220 with a size standard of $14.0M. This contract will be awarded in accordance with FAR Part 15, Negotiated Procedures. The Government reserves the right to award a contract to other than the low proposed price. Performance period is 360 calendar days. The contract will be a single award, Firm-Fixed-Price type contract and contain one (1) contract line item to Expand Dorm Chiller Plant , BLD 90370. Estimated magnitude for the total project is between $1,000,000 and $5,000,000. Payment and performance bonds will be required within ten (10) days of contract award. The issuance date for this solicitation is projected to be on/about 23 September 2013. Prospective contractors must be registered in the Central Contractor Registration Database prior to award of a government contract. Offerors are further advised that failure to register in the DOD Central Registration Database will render your firm ineligible for award. Registration requires applicants to have a DUNS number.
