Full Description

The Director of Contracting (DOC), Fort Campbell, KY has a requirement for the purchase and installation of parts to expand an existing Integrated Commercial Intrusion Detection System (ICIDS) manufactured by DAQ Electronics Inc., to an additional 38 arms rooms. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304( c) (1) as implemented by FAR 6.302-1. The agency intends to enter into a firm-fixed price, supply type contract with DAQ E lectronics, Piscataway, NJ or a DAQ Electronics certified dealer. The basis for restricting competition is proprietary rights to DAQ Electronics and the duplicative cost to the Government to utilize another source to satisfy the Government requirement. A ffected arms rooms are currently being constructed and the projected completion date is 16 Oct 04. Based on possible fluctuations to the construction schedule, installation of the ICDS systems will begin not earlier than 18 Oct 04 but not later than 01 De c 04. Approximate two-week notice will be given as to start of installation period. Required quantities are 38 Each Remote Data Collector, RADC Interior (12VDC-8 Point) ACU-05209-0, 4 Each Remote Date Collector, RADC Interior (12VDC-20 Point), 38 Each Keypad, Starpin Changeable Firmware ACU-04889-1, 38 Each PIMS (OMNI) Pulnix Model PA-7100E, 38 Each LED, Model MP 29 Alarm Control Group, 38 Each Balanced Magnetic Switch, Sentrol Model #2707A-S2K, 4 Each Remote Data Collector, RADC Interior (12VDC-20 Point) , 4 Each Keypad, Starpin Changeable Firmware ACU-04889-1, 22 Each PIMS (OMNI) Pulnix Model PA-7100E, 4 Each LED, Model MP 29 Alarm Control Group, 4 Each Balanced Magnetic Switch, Sentrol Model #2707A-S2K, 6 Each ACB-04704-1 Audio Poller MUX Bo ard, 16 Channel and Installation of all quantities and components listed. NAICS code for this procurement is 334511 and the small business size standard is 750 employees. This sole source requirement will be procured under Simplified Acquisition Procedur es Other Than Full and Open Competition and awarded on a restricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 14 days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. Responses received will be evaluated; ho wever, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. See Numbered Note 1. If no responses are received, the Government will proceed with t he sole source negotiation with DAQ Electronics or their certified dealers.
