Internationally Trained Physicians Evaluation Tool
Solicitation # JK27-105
The State of Utah Department of Commerce, through the Division of Purchasing, is seeking a design professional service provider to develop an Internationally Trained Physicians Evaluation Tool. This three-year project aims to transition the Limited Supervised Training Permit pathway into a testing and implementation phase by creating a comprehensive assessment toolkit to evaluate the clinical competency of foreign-trained physicians according to U.S. medical standards. Key deliverables include the completion of the assessment tool by February 1, 2027, the identification of prospective employers, and the successful placement of at least 10 candidates. The contractor will also be responsible for user training and providing 36 months of post-implementation support, with a final project closeout report due by November 2, 2029. The procurement process follows Utah Procurement Code 63G-6a Part 15, utilizing a ranking system where the highest-ranked vendor will be selected to negotiate a contract with fair and reasonable compensation. Applicants must submit statements of qualifications without pricing and must meet all non-negotiable mandatory minimum requirements to avoid disqualification. Awarded vendors must comply with State of Utah Agency Standard Terms and Conditions, including E-Verify participation, strict confidentiality under the Government Data Privacy Act, and specific insurance requirements for Workers Compensation and Commercial General Liability. Performance will be monitored through biweekly progress updates and bi-annual evaluation reports.
