Expression of interest - Utility and SCAC Building Paving Project

The U.S. Government, through the Embassy in Pretoria, Department of State, is seeking qualified contractors for the Utility and SCAC Building Paving Project under solicitation PR16072119. The scope of work involves the complete removal of existing pavement between the two buildings, followed by the installation of 550 square meters of SABS-approved, 80mm interlocking grey pavers in accordance with manufacturer specifications. Additional tasks include subgrade stabilization, drainage grading to prevent water accumulation, rebuilding the water manhole, paving designated areas near the wash bay, reusing salvageable pavers in the service yard, and full site cleanup. All work must adhere to local South African regulations and U.S. Government standards, including OSHA-equivalent safety protocols and ANSI Z359.1 for fall protection. A one-year guarantee covers workmanship, soil compaction, and installation integrity. The project will be performed at 1 Sandton Drive, Sandton, Johannesburg, South Africa, with working hours restricted to Monday through Friday, 07:00 to 16:00, excluding public holidays. A mandatory site meeting is scheduled for 7 July 2026 at 10:00 at the American Consulate General, and all attendees must submit valid identification for access. This is a fixed-price contract with no deposit payments authorized, and offerors must confirm that their submitted prices will remain unchanged regardless of exchange rate fluctuations or cost increases. Payment will be made via EFT within 30 calendar days after delivery and receipt of a valid invoice. Contractors must be financially capable, possess a demonstrated track record in civil construction and paving, and provide three contactable references from comparable projects, with preference given to those with extensive earthworks experience. Compliance with FAR 52.240-90, incorporating NDAA Section 889(a)(1)(B), is required, obligating offerors to affirmatively represent they do not use prohibited telecommunications or video surveillance equipment. General liability insurance must name the United States of America, acting through the Department of State, as an additional insured, and workers’ compensation coverage is mandatory for U.S. citizen employees. All high-risk tasks require pre-submitted training certificates and work permits, and a two-person crew is mandatory for such operations; scissor scaffolds are prohibited.
