Exterior Restoration of Commercial Block Facade

The Town of St. Marys is issuing a Request for Pre-Qualification (DEV-36-2026-RFPQ) to identify qualified General Contractors for the exterior restoration of a commercial block facade at 14 Church Street North, formerly the Mercury Theatre. The project scope involves the historic restoration of Italianate and Georgian style facades, including the replacement of windows and doors with new aluminum units, approximately 25 percent repointing of the brick facade, and the installation of one hour fire-rated drywall. The evaluation process will shortlist bidders based on their previous experience with similar projects, quality of construction, project management capabilities, and availability to commence work. Eligible respondents must submit their pre-qualification packages by October 14, 2026. Required documentation includes a sealed CCDC11 Contractor's Qualification Statement, a WSIB clearance certificate, a CV for the assigned site supervisor, and three references from the last five years. Additionally, contractors must provide proof of commercial general liability insurance of at least 5 million dollars per occurrence and a letter from a bonding company confirming the ability to provide 100 percent performance and labor and materials payment bonds. Following the pre-qualification phase, the anticipated schedule includes a bidding period on November 18, 2026, contract award on December 8, 2026, site mobilization on March 1, 2027, and project completion by June 1, 2027.
