Parking Lot and Driveway Improvements

The Town of St. Marys Department of Public Works has issued a Request for Tender (PW-09-2026-RFT) for the supply and installation of approximately 610 tonnes of hot mix asphalt (HMA) at several locations, including the Eric Taylor Trail Parking Lot, Jones Street E. Parking Lot, and Museum Driveway. The project scope involves paving using HL8 binder and HL3 top coat mix designs, with some sites requiring asphalt removal, gravel grading, and base preparation. A potential expansion of the Eric Taylor Trail parking area to the west is also included as a provisional item, contingent upon permit approval. All work is scheduled to be completed by November 30, 2026, with tender results expected to be presented to the council for award on October 13, 2026. Bidders must submit one original hard copy of their tender in a sealed, opaque envelope by the deadline of September 30, 2026, at 2:30:59 p.m. local time. Submissions must include a Form of Tender with lump sum or unit prices, bidder information, three references from similar work performed within the last five years, and a mandatory Domestic Supply Chain Plan with a signed commitment attestation. Financial security requirements include a bid security equal to 10% of the total tender price, and upon award, the successful bidder must provide performance and labour and material payment bonds totaling 100% of the contract price. The Town will evaluate submissions based on compliance, related experience, and past performance, noting that the lowest price may not be the sole factor in the award decision. Additionally, the successful contractor must maintain specific insurance limits, including $2,000,000 per occurrence for commercial general liability and $5,000,000 for automobile liability, while adhering to all provincial health, safety, and accessibility regulations.
