Region 4 Education Service Center is seeking proposals for a multi-year contract covering Exterior Surfacing Products, Services, and Paving Solutions under solicitation number 26-18, with a submission deadline of September 1, 2026, at 2:00 PM Central Time. Pricing must be submitted as not-to-exceed, with options for discount-based or RSMeans Unit Price Book pricing, and contractors may not exceed their original submitted prices. The scope of work includes paving solutions such as concrete, asphalt, and brickwork for parking lots, streets, and ramps, along with repair services like crack sealing, full depth reclamation, and resurfacing; athletic surfaces including acrylic coatings, turf, tennis courts, and running tracks; and general services such as site preparation, installation, coating, striping, and demolition. All deliveries are F.O.B. Destination, freight prepaid, and materials must be clearly labeled as Region 4 ESC property. Title transfers to Region 4 ESC only upon final acceptance, with the contractor responsible for protection and return of defective items at no cost to the agency.
