The Extrapolation Range Motor Controller System, solicited under number NB687020-12-02376 by the Department of Commerce NIST, involves the procurement of a specialized controller and hand held remote. A critical technical requirement for the system is the inclusion of two easily accessible front panel switches on the controller enclosure. These switches must allow the user to individually enable or disable each axis of movement, effectively locking out a specific axis to prevent accidental movement via the remote or computer control once alignment is achieved. The project is supported by detailed technical specifications, including dimensional drawings for a gimbal platform and an XY to antenna plate, which specify mounting details such as 0.5 inch threaded rods and a 11.25 inch bolt circle diameter. Procurement processes included a site walk to review motor design and power requirements, with the contract awarded based on a best value tradeoff evaluation. While the agency is based in Gaithersburg, Maryland, the place of performance for this system is located in Boulder, Colorado.

Full Description

The following additional requirements are being added to the technical specifications for the Controller and Hand Held Remote: The controller enclosure should have two easily accessible switches (i.e. mounted on the front panel) that allow the user to individually disable one of the axes. NIST would like this implemented using two switches (one for each axis). When the switches are in the ON position, the axis can be moved using the hand held remote or computer control. When the switch is in the OFF position, it is not possible to move the specific axis using the hand held remote or computer control. These switches will allow NIST to "lock out" or disable an axis to prevent accidentally moving it after it has been aligned into a specific position.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
