AI Contract Overview
The Naval Air Systems Command has awarded a sole-source definitization modification to Lockheed Martin Aeronautics Company for the continued development and integration of critical weapons capabilities on the F-35 Lightning II, specifically covering Block 4 and Block 5 upgrades through System Functional Review to Development Test Complete. This effort supports the U.S. Air Force, Navy, Marine Corps, and international F-35 Cooperative Program Partners, including the United Kingdom and Italy, and is authorized under FAR 6.302-1 due to the unique and exclusive nature of Lockheed Martin’s proprietary technical data, engineering knowledge, and system integration expertise, which no other entity can replicate without substantial duplication of cost and unacceptable schedule delays. The total authorized funding ceiling for this program spans Fiscal Years 2025 through 2035, with an estimated value of $14.444 billion, and the authority to execute this work extends through September 30, 2035, establishing a multi-year, non-competitive framework. Performance is primarily conducted at Lockheed Martin’s facility in Fort Worth, Texas, with test and evaluation activities centered at Naval Air Station Patuxent River, Maryland. The contract includes the delivery of integrated hardware and software enhancements, mission data files, flight test instrumentation, and upgrades to logistics and training systems such as ALIS and ODIN, all aligned with the Block 4 Capability Development Document approved by the Joint Requirements Oversight Council. There is no government-owned technical data package for the F-35 aircraft system, and Lockheed Martin holds exclusive rights to the engineering and design information necessary to perform the work, creating an inherent and unmitigable organizational conflict of interest that precludes competition. No formal evaluation factors, line item pricing, packaging requirements, or specific invoicing methods are detailed, as this is a non-competitive award based on statutory authority and justification, with no plans for future competition under the current acquisition strategy. The contracting office is located in Patuxent River, Maryland, and the work is managed by the F-35 Joint Program Office, with government oversight and acceptance responsibilities retained by the Navy.
