The U.S. Bureau of Reclamation's Pacific Northwest Region plans to negotiate a non-competitive contract with the Oregon Water Resources Department (OWRD) for the creation, implementation, and ongoing maintenance of a GIS database focused on water rights associated with the Umatilla Project in Oregon. OWRD is considered uniquely qualified for this task due to its role as the primary state agency managing water rights in Oregon, its possession of authoritative records necessary for the database, and its expertise in managing complex, frequently changing water rights data. Additionally, OWRD has developed the Digital Water Rights Transfer Application (DWRTA), a GIS-based tool designed to streamline water rights transfers by integrating irrigation district-submitted geospatial data, and this project represents the first extension of this application beyond its initial development setting, likely requiring adaptation for broader use. While this action is an intent to award non-competitively under FAR Part 13 procedures, interested parties may still express their capabilities or submit proposals by the stated deadline to be considered for a potential competitive procurement. The government retains sole discretion over whether to proceed with a competitive process. Communications regarding the opportunity are to be directed in writing via fax or email, with no telephone inquiries accepted. The contract aligns with the NAICS code 541511, which pertains to custom computer programming services, reflecting the technical nature of the GIS database development work.

Although this notice of intent is not a request for competitive proposals, persons interested in this requirement may identify their capability to respond to the requirement or submit proposals. All information received by 4:00 PM MST, February 14, 2003, will be considered by the Government in determining whether to conduct a competitive procurement.
