ODA WEED CONTROL PROGRAM NOTICE OF INTENT TO AWARD SOLE-SOURCE UNDER FAR 6.303-2 The Bureau of Land Management (BLM), Oregon State Office, intends to award one (1) firm fixed price noncompetitive award to the Oregon Department of Agriculture. The purpose of this award is to obtain services necessary to continue and enhance integrated pest management to prevent and control legally designated noxious weeds and other priority invasive species on public lands administered by the Bureau of Land Management in Oregon. The basis for this Notice of Intent to Award Sole-Source to the Oregon Department of Agriculture is due to the BLM and ODA having a mutual interest in cooperatively managing noxious weeds to protect and enhance lands in Oregon. BLM and ODA have pledged to assist one another through a Memorandum of Understanding for the Management of Invasive Noxious Weeds, strategic plans and other documents. Coordinated management is essential to effectively and efficiently manage invasive weeds, meet agency strategic plans and achieve resource objectives with limited resources. The Oregon Noxious Weed Strategic Plan outlines the need for cooperative leadership and coordination between BLM and ODA as a key component of implementing effective weed management programs statewide. Therefore, an award without competition is deemed necessary. This acquisition is pursuant to 41 USC 253 (c), Justification for Other than Full and Open Competition. The applicable NAICS code is 115310. This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interest and capability to respond to this requirement by 3:00pm (PST), June 4, 2012 via email to contact@example.gov or facsimile at +1 (555) 000-0000. Submittals should include the solicitation number L12PS00587, qualifications to fulfill this requirement, and contact information. Information received will be used solely for the purpose of determining whether a competitive procurement is needed.
