SINGLE ENGINE SCOOPER FLIGHT SERVICES - THE BUREAU OF LAND MANAGEMENT (BLM) This is a Pre-Solicitation Notice Only. Proposals are not being requested at this time. The Interior Business Center (IBC), Acquisition Services Directorate (AQD), in support of the Department of Interior (DOI) Bureau of Land Management (BLM) is issuing a request for proposals for On-Call Single Engine Scooper (SES) Flight Services for a five-year ordering period. The aircraft must meet the solicitation minimum aircraft requirements and is fully Contractor operated and maintained. Services will consist of aircraft, personnel, and all other associated equipment. Water will be scooped from water sources such as lakes or rivers or loaded at ground location. Wetting agents (foam) and chemical fire retardant may be utilized at the Governments discretion in the contractor's aircraft. The anticipated issue date of the solicitation is July 23, 2025, with a projected closing date of August 22, 2025. It is a requirement that the successful awardee be registered in the System for Award Management (SAM). This solicitation is competed full and open, unrestricted under NAICS code 115310 (Exception 1) which has a size standard of $34M.
