Fabrication of PIP-II ORBUMP MAGNET COIL ASSEMBLY

Fermilab, operated by Fermi Forward Discovery Group, LLC under a U.S. Department of Energy prime contract, is soliciting a firm-fixed-price subcontract for the fabrication of one prototype and seven production ORBUMP Magnet Coil Assemblies as part of the Proton Improvement Plan II initiative to enhance the nation’s premier high-energy neutrino beam for the Deep Underground Neutrino Experiment. The work requires precision manufacturing of copper-based, water-cooled electromagnetic components through machining, vacuum oven brazing, and post-braze machining, with full compliance to detailed technical drawings and specifications outlined in Exhibit A and the full drawings package. Each coil must be uniquely serialized using a standardized format, marked with 6.35 mm text, and undergo 100% visual and dimensional inspection with full material certification, including chemical and mechanical property documentation meeting ASME or ASTM standards. The subcontractor must deliver all units delivered to Fermilab in Batavia, Illinois under DAP terms, with all shipping and freight costs included and fuel surcharges strictly prohibited, and must demonstrate experience in fabricating precision copper assemblies, electromagnets, or accelerator components with at least five years of relevant expertise. Contract performance is governed by a strict sequence of deliverables, including a project-specific quality control plan, bi-weekly status reports, a factory acceptance test with a non-invasive brazed joint evaluation, and a certificate of conformance prior to shipment. Delivery milestones are tightly scheduled, beginning with a kickoff meeting at two weeks after order receipt, followed by manufacturing and quality control review hold points at ten and sixteen weeks, with full production delivery due by thirty weeks and closeout completed by thirty-four weeks. The subcontract incorporates a comprehensive set of federal and Department of Energy regulations including FAR clauses on government property, inspection, termination, rights in data (modified by DEAR 927.409), Buy American requirements, and preference for U.S. flag carriers and vessels. Additional requirements include compliance with NIST IT security protocols, full adherence to ES&H standards, mandatory reporting of foreign national access with 180-day notice, and certification that the offeror is not debarred or suspended. Proposals must be submitted as two separate, unbound parts—technical and business/price—and require completed PUR-466 certifications and SARC forms detailing entity identifiers, export controls, anti-trafficking compliance, and socioeconomic status.
