The U.S. Embassy Djibouti, under the Department of State, is seeking quotations for FAC-7901 PMSC Chancery Building York Air Cooled services through RFQ 19DJ1026Q0010, issued on May 20, 2026, with submissions due by June 12, 2026, at 16:30 p.m. This is a firm fixed price contract payable in USD, covering a one-year base period with four option years, for a total potential duration not exceeding five years and six months. The work involves preventive maintenance, inspection, and component replacement for two YORK/JCI chillers (model YCIV1380EA50) located at the Chancery Building in Djibouti, requiring all services to be performed by trained technicians using OEM-approved parts, new and unused materials, and refrigerants compliant with AHRI Standard 700-2015 or later. The contract includes mandatory Defense Base Act insurance coverage for all personnel, and prohibits the use of reclaimed refrigerants or non-OEM parts. Proposals must include an SF-1449 form with completed pricing sections, Section 5 Representations and Certifications, proof of SAM registration with UEI number, and additional documents as outlined in Section 3. Offerors must be registered in SAM prior to submission and must not be excluded or suspended in the SAM database. All submissions must be in MS-Word, Excel, or PDF format, not exceeding 30MB per file, with larger submissions split across multiple emails. The evaluation will be based on the lowest priced, acceptable, and responsible offeror, with responsibility determined under FAR 9.1, considering financial viability, past performance, organizational capability, and compliance with regulatory requirements. Invoicing is required after each preventive maintenance service and must include a signed maintenance checklist, submitted to the U.S. Embassy Djibouti Budget and Finance Department. The contractor is responsible for providing appropriate tools, protective equipment, and safety-compliant testing gear, and must comply with all applicable clauses including Buy American, anti-trafficking, whistleblower rights, personal identity verification, prohibition on certain telecommunications equipment, and child labor provisions. Performance is expected to begin within 30 days of award, and the Government’s acceptance threshold is no more than one customer complaint per month. All records must be retained for three years after final payment or until litigation is resolved.
