The primary objective is to advance environmental justice by engaging East Oakland residents through a community-driven process that includes hybrid public meetings, language-accessible communications, stipend and mini-grant administration, and coordination with the Community Steering Committee. The contractor must manage all aspects of event logistics—including venue bookings, virtual platform operations, interpretation services in Spanish and Chinese, and accessibility accommodations such as live captioning—while ensuring compliance with state and federal requirements around generative AI disclosure, conflict of interest, and workplace training. All deliverables, including meeting summaries, evaluation reports, job tracking data for CARB reporting, and documentation of outreach activities, must be submitted in Air District-approved formats and retained for five years post-completion. The selection process prioritizes technical merit over cost, with evaluation factors weighted as follows: Expertise, Skill, and Approach each account for 20% of the total score, followed by Cost at 15%, References at 10%, and a pass/fail criterion for Local Business certification at 5%.
