Facility Environmental Compliance, Planning, and Resiliency Technical support

The contract supports Washington Headquarters Services in ensuring the 24/7/365 readiness of the Pentagon Reservation and other Department of Defense facilities in the National Capital Region by providing comprehensive technical support for environmental compliance, planning, and resiliency. Services encompass a wide range of environmental programs including air emissions permitting, wastewater and stormwater management, hazardous waste and chemical inventory control, storage tank compliance, soil and groundwater investigations, multimedia assessments, and drinking water standards. The contractor will also implement NEPA and cultural/historic resources programs, manage incident response and recovery plans—particularly spill prevention—and support natural resource conservation, outreach, training, and new hire orientation. Work is performed at key locations including The Pentagon, RRMC, The Mark Center, and DHHQ, with personnel required to have Secret-level security clearances and the offeror needing an active DoD Industrial Facility Security Clearance at the SECRET level or above. The contract is structured as a Firm Fixed Price—Indefinite Delivery/Indefinite Quantity (IDIQ) with a total potential period of performance of 66 months, consisting of a one-year base period, four one-year option periods, and a six-month extension. Individual task orders have minimum values of $5,000 and maximums up to $5 million per line item. Technical performance is governed by a Performance Work Statement and Quality Assurance Surveillance Plan, with evaluation based on past performance as the most significant factor, followed by price, and mandatory compliance with all solicitation requirements. Contractors must use Wide Area Workflow for invoicing, submit fully burdened labor rates, round pricing to the nearest dollar, and adhere to strict cybersecurity standards including NIST SP 800-171 and CMMC compliance. All submissions must be made electronically via email, formatted into four volumes, and accompanied by certified SAM representations, an OCI statement, and a DD254 security classification specification, with final award contingent on verification of small business status under a Total Small Business Set-Aside.
