Facility Feasibility Study

The City of Anna, Texas, is soliciting qualifications through RFQ 25-001 for a firm to conduct a Facility Feasibility Study. The scope of work includes feasibility studies, space planning, and assessments for future city facilities, specifically focusing on a new stand-alone police station, the Municipal Complex, Public Works, and Parks Maintenance. The selected firm will be responsible for conducting analyses, developing site recommendations, preparing cost estimates, and producing final reports. The City intends to establish a Master Services Agreement with the most qualified firm by March 25, 2025, with project-specific work issued via purchase orders. Proposals must be submitted electronically via the Ionwave procurement portal by February 14, 2025, at 5:00 p.m. CST. Submissions are limited to a single PDF file of no more than 50 pages, excluding required city attachments. Evaluation is based on a trade-off process focusing on experience (60 points), work performance (25 points), and capacity to perform (15 points). Required documentation includes a Conflict of Interest Questionnaire, proof of insurance—including $1,000,000 in Professional Liability and $500,000 in General Liability—and resumes of key personnel licensed in the State of Texas. All deliverables created under the contract will become the sole property of the City of Anna.
