Facility Operation and Management of the Lake Siskiyou Camp Resort

The contract is for the comprehensive operation and management of the 270-acre Lake Siskiyou Camp Resort in Mount Shasta, California, under a 30-year term with two optional 10-year extensions. The selected operator will be responsible for all day-to-day functions including maintenance and capital improvements across more than 380 RV, tent, and park model campsites, a general store, restaurant, marina with a boat ramp, bait shop, and gas dock, as well as on-site water and sewage systems, shared road maintenance, and snow removal up to four inches. Operations must adhere to the Davis-Grunsky Act and comply with California State Water Resources Control Board certification standards, ensuring year-round public access and high-quality recreational services. The contract emphasizes performance-based outcomes with requirements for facility readiness during peak seasons and consistent compliance with federal, state, and local laws. Proposals must demonstrate full compliance with mandatory requirements and are evaluated based on fulfillment of those requirements, credentials of key personnel, methodology for service delivery, organizational experience, references, and proposed costs—all scored on a 0 to 10 scale without assigned weights. The contractor must hold all necessary licenses, carry minimum insurance coverage of $2 million general liability and $1 million auto liability, and be named as an additional insured on policies issued by California-authorized carriers with a Best’s Financial Strength Rating of A:VII or higher. Non-resident contractors are subject to 7% state income tax withholding on payments exceeding $1,500, and all parties must certify compliance with child support obligations, drug-free workplace laws, and non-discrimination policies. The contract prohibits assignment without County approval, requires all materials produced to become County property, and mandates five-year record retention for audit purposes.
