Facility Use and Needs Assessment RFP

The Town of Wendell is soliciting proposals under RFP 677-TM27-02 for a qualified consultant to conduct a comprehensive facility use and needs assessment of all Town-owned properties, including administrative, public safety, Public Works, Parks and Recreation, and community buildings. The objective is to evaluate current space utilization, departmental adjacencies, and workflow relationships to create a strategic, scalable approach for managing physical assets during a period of rapid community growth. The project is expected to last four months, with a commencement date no later than February 1, 2027. Key deliverables include a space utilization report, a facility master plan with phased implementation guidance, high-level financial projections for long-range planning, and an executive summary with presentations to Town leadership and the Town Board. Proposals must be submitted electronically via the NC eVP website by November 20, 2026, in PDF format. The Town will use a weighted scoring system to rank firms, with the top-ranked choice entering contract negotiations. Applicants must provide a cover letter, evidence of qualifications, and three references from similar projects completed within the last five years. Selected consultants must maintain specific insurance coverage, adhere to WCAG 2.1 Level AA accessibility standards for digital deliverables, and coordinate with external entities such as Wake County and the City of Raleigh. Due to security requirements, consultants must be accompanied by Town staff when accessing restricted areas, particularly public safety facilities.
