The solicitation explicitly requires three past performance references, a detailed work schedule with a bar chart, and verification of the proposed superintendent and key subcontractors. The Government will award on a Lowest Price Technically Acceptable basis without discussions, unless necessary to clarify technical acceptability, and will select the responsible offeror with the lowest evaluated price whose proposal meets all technical and responsibility criteria. The contract has a one-year base period with four one-year optional periods, potentially extending performance to five years, and will commence no later than September 1, 2026. Performance is to be delivered at the American Embassy Zagreb, with invoicing required to be submitted via email to ZagrebInvoices@state.gov along with a signed Maintenance Checklist, and payment will be processed by the Embassy’s Financial Management Office. The Statement of Work mandates adherence to industry standards including AHRI 700-2015 for refrigerants, Davis-Bacon wage requirements, and a quality assurance standard limiting customer complaints to no more than one per month. All contractor personnel must follow strict codes of conduct, avoid disruptions to operations, and immediately replace any individual removed due to incompetence, misconduct, or security concerns. Subcontractors require prior written approval from the Government within five calendar days, and noncompliance can lead to suspension without cost or time relief.
