Fall Protection and Belay Techniques

The Canadian Food Inspection Agency is seeking a contractor to provide comprehensive fall protection services in support of ship cargo hold inspections, primarily in the Province of Quebec, including Montreal, Quebec City, Saint-Hyacinthe, and surrounding areas. The scope of work requires the development and periodic updating of a Fall Protection Plan in collaboration with CFIA experts, incorporating belay techniques, safety watch responsibilities, and standardized equipment recordkeeping consistent with the Canada Labour Code Part II and CSA Standard Z259. The contractor must deliver mandatory training to CFIA employees, consisting of Extended Training for new personnel and Short Refresher Training every three years, with certification issued upon completion. Annual inspections of all CFIA-owned fall protection equipment are required, along with the creation of a complete individual inspection record for each employee, with additional inspections available upon request. The initial contract period runs from award to March 31, 2027, with an irrevocable option for up to three additional one-year extensions, each exercisable with at least fifteen days’ written notice. Proposals must demonstrate at least two years of proven experience drafting fall protection plans compliant with Canadian occupational safety regulations, supported by verifiable project examples. All work must be performed in accordance with the terms outlined in the Statement of Work, and the contractor must maintain complete, accurate, and machine-readable financial and operational records throughout the contract term and for seven years after final payment or until all claims are resolved. Invoices must detail all deliverables, labor rates, quantities, and financial codes, excluding applicable taxes, and payment is contingent upon delivery acceptance, invoice accuracy, and document verification by Canada. The contract is subject to the Reciprocal Procurement Policy, limiting eligibility to Canadian suppliers, and requires full compliance with anti-forced labor and international sanctions regulations. Offers must be submitted by the deadline to the designated CFIA email, structured into three clearly labeled sections—Technical, Financial, and Administrative Forms—with all required certifications and declaration forms included. The award will go to the lowest-priced compliant offer that meets all mandatory requirements.
