The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
(i) Price
(ii) Technical Capability
The Government will conduct a price analysis of all quotes received. Through this technique, the Government will determine whether the price is reasonable, complete and realistic. All quotes shall include documentation to validate competent and qualified contract personnel will be certified and/or credentialed to perform all work outlined in the Performance Work Statement (PWS). In addition, all subcontractors must be identified on page 2 of the attached Pricing Worksheet. Failure to provide this information along with acknowledgement of any amendments will render the quote non-responsive and will be removed from further award consideration. Award will be made to the lowest priced quote that provides sufficient explanation/documentation to demonstrate their ability to conform to the requirements of the PWS. Wage Determination No. 2015-4159, Revision 32 dated 05/13/2026 applies to this procurement. If there are any questions regarding this requirement, please contact Mr. Joseph Kugler by email: joseph.kugler.1@us.af.mil.
All offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their quote as prescribed under RFO FAR 4.203-1(b). Failure to be registered at time of quote submission may deem the offeror’s quote to be considered non-responsive and eliminated from any further award consideration. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
