The contractor will support the Community Services Division and Division of Child Support by participating in workgroups, advising on policy and regulatory development, coordinating with domestic violence advocates, and ensuring alignment with state and federal mandates including WAC 388-61-001. Key deliverables include the planning and delivery of regional domestic violence training, development of online training modules for WorkFirst staff, creation of the ESA Domestic Violence Workplace Policy resource guide, biannual meetings for advocates, and establishment of a dedicated DV liaison group for child support staff. Payment is tied to performance-based deliverables outlined in Exhibit B, with monthly, quarterly, and annual tasks having clearly defined costs such as $6,125 per month for technical assistance, $1,600 per webinar, and up to $2,125 per policy revision. The contractor must comply with stringent cybersecurity requirements including mandatory multi-factor authentication for remote access, encryption of all non-trusted network traffic, password rules requiring five alphanumeric characters with no repetitive sequences, and six-character mobile device passcodes with three unique character classes and automatic lockout after ten failures. The contractor is also subject to mandatory reporting obligations: immediate notification if any affiliation with the Russian government arises, and a 24-hour reporting window for any non-routine requests from federal or law enforcement agencies seeking sensitive program data such as health care, eligibility, or reproductive services information. Failure to report can result in contract termination. No competitive bidding occurred due to the contractor’s unique statewide role and exclusive capacity to maintain consistent, coordinated service delivery across Washington’s family violence infrastructure.
