This is a Sources Sought notice for Market Research purposes ONLY.  This notice does not constitute a request for proposal, request for quote, or invitation for bid.  This notice does not constitute a commitment by the Government.  Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement.  This information will be used to determine the availability of contractors capable of meeting the Government’s minimum requirements.  Telephone calls will not be accepted.  Any questions regarding this notice shall be submitted in writing.


The Internal Revenue Service is seeking sources to determin the procurement strategy with the capability to:


Purchase (2) Oxford Wave Research FAUXDIO, LTD. software perpetual licenses.


The potential North American Industrial Classification System Code (NAICS) is 334310 and Product Service Code (PSC) 7A21


Submission Requirements: Interested sources are invited to respond to these sources sought by submitting the following:


1. Contractor Information:  Provide your company name, address, POC name, phone number, email, CAGE code, Unique Entity ID and NAICS.


2. Size of business – Large Business or Small Business.  If small, please provide the socioeconomic status.


3. If the services can be solicited from a General Services Administration (GSA) schedule contract vehicle or Open Market.


4.A brief description of the capability, resources, technical competencies, and organizational experience related to the key task areas.


Those firms interested in providing information in response to this sources sought is requested to provide the above information to Neil Belden at neil.d.belden@irs.gov and Patricia Brown at patricia.e.brown@irs.gov, no later than 12:00 pm EST on 08/05/2026.  Submissions shall not exceed five (5) single sided pages in length not including the cover page, table of contents and cover letter.


Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response.  The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
