AMENDMENT #1 DATED 6/26/2020 The purpose of Amendment # 1 is to: 1) Provide and incorporate into the RFP the following change: Answers to Questions. 2) Proposal due date is extended to 11:00 AM EST July 13, 2020 ******************** Request for Proposal 15F06720R0000194 -SYNOPSIS This acquisition will be procured utilizing competitive negotiated formal source selection procedures set forth in FAR Part 15 and FAR Subpar 36.3 for the two-phase design/build process using DBIA�s best practice Design-Build delivery method. The solicitation will require the submission of technical and price proposals by the Offerors. Phase One will consist of a Request for Qualifications (RFQ). The result of the Phase One evaluation will identify a maximum of three (3) shortlisted most highly qualified firms that will be invited to submit proposals under Phase Two of the procurement process. In Phase Two, the invited firms will submit proposals for the Chicago SATF project located at the FBI North Chicago site. In accordance with FAR 36.204, the Government estimates the magnitude of the CSATF project to be between $ 2,500,000.00 and $2,700,000.00. As a result of Phase Two, a Task Order/Contract will be awarded to the responsible offeror, whose offer conforming to the solicitation is most advantageous to the Government, price and other factors considered based on a best value analysis. The solicitation will prescribe the detailed evaluation criteria and procedures for submission of proposals. Evaluation will be based on the following Evaluation Factors: PHASE-I � Request for Qualification (RFQ) submission requirements include: FACTOR 1 � Past Performance, Subfactor 1a � Recent & Relevant Facilities, Subfactor 1b � Demonstrated Working Relationships, Subfactor 1c � demonstrated ability to complete work in a Timely & satisfactory manner, subfactor 1d - Past Performance Questionnaires; FACTOR 2 � D-B Team Organization and Key Personnel Qualifications, FACTOR 3 Design-Build Management Approach.
