CONNER COMPLEX NEW LABORATORY FACILITY

The Florida Department of Agriculture and Consumer Services is seeking proposals from licensed general contractors to provide Construction Management (CM) at risk services for Project 1175, the Conner Complex New Laboratory Facility located at 3125 Conner Boulevard, Tallahassee, Florida. The project involves the construction of a modernized 156,000 square foot facility designed to house five scientific divisions, including Food Safety, Aquaculture, and Animal Industry, featuring BSL-2 and BSL-3 capable laboratories, offices, and utility services. The selected firm will utilize the Negotiated Fee-Guaranteed Maximum Price Construction Contracting Method and will be responsible for full project management, including staffing, bonding, permitting, and the administration of competitively bid trade contracts. Qualified respondents must submit a comprehensive proposal package by November 9, 2026, consisting of one original hardbound copy and one digital USB. Required documentation includes a letter of interest, a detailed experience questionnaire, financial information, at least three reference letters, and evidence of Florida licensure. Evaluation is based on a preliminary ranking followed by interviews to determine the most highly qualified firm. Key contractual requirements include a five percent retainage on construction payments, mandatory Florida Department of Law Enforcement Level 1 background checks for workers, and the provision of 100 percent performance and payment bonds for projects exceeding 100,000 dollars. All state obligations are contingent upon annual appropriations by the Florida Legislature.
