FCC Yazoo City Commercial Zero-Turn Movers - Facilities

1. Purpose & Scope

The purpose of this solicitation is to establish a contract for the purchase and delivery of heavy-duty, commercial-grade zero-turn riding mowers. These units will be integrated into an extreme, high-hour fleet tasked with maintaining expansive institutional grounds.

2. Acquisition Set-Aside & Environment

• Set-Aside: This acquisition is 100% Set Aside for Small Businesses.
• NAICS Code: 333112 (Lawn and Garden Tractor and Home Lawn Mower Equipment Manufacturing).
• PSC Code: 3750 (Mowers, Automated Lawn type).
• Acreage Target: The mowers will be deployed to cut a total area of 1,000 acres.
• Daily Runtime: 8.0 continuous hours of daily service per machine.
• Weekly Frequency: 5 to 7 days per week (40 to 56 hours weekly accumulation, up to 224 hours monthly).
• Operators: Rotating, multi-employee crew with varied experience levels, high structural impact exposure, and field operating conditions.
• Primary Failure Risk: Extreme thermal load and dusty environments. Machines must meet the baseline standards of a commercial John Deere Z930M platform or exceed them to prevent high-hour engine overheating during peak afternoon heat over extended, back-to-back shifts.

3. Contract Line Item Numbers (CLINs)

Bidders must provide pricing and explicit delivery lead times for all line items on their company's official electronic bid form. Bidders may bid on CLIN 0001A or CLIN 0001B as determined by their fleet capability. 

• Bids submitted under CLIN 0001A (60-Inch Deck) will take preference over bids submitted under CLIN 0001B (54-Inch Deck) during the evaluation process.

4. Minimum Mandatory Technical Specifications (John Deere Baseline or Greater)

All submitted equipment must meet or exceed the following specific technical parameters derived from the John Deere Z930M baseline:

• Mower Deck Size: 60-inch (152-cm) cutting width is preferred to manage the 1,000-acre workload. A 54-inch (137-cm) cutting width deck is acceptable as an option. Decks must be constructed of minimum 7-gauge, 0.179-in. (4.6-mm) thick fabricated steel. Must feature at least 3 blades with a minimum blade tip speed of 16,500 fpm (up to 18,500 fpm).
• Engine Performance & Displacement: Minimum 25.5 hp (19 kW) gross power at 3,600 rpm with a minimum engine displacement of 52.0 cu in. and a 2-cylinder configuration.
• Engine Cooling & Lubrication: Full pressure lubrication with a minimum 2.4 U.S. qt crankcase capacity. Forced air cooling system must feature integrated clean-out ports and a dedicated engine oil cooler.
• Fuel Capacity: Fuel tank capacity must be a minimum of 11.5 U.S. gallons to prevent frequent refueling during 8-hour shifts.
• Air Filtration: Heavy-duty canister-type air cleaner with a safety element and a factory-equipped pre-cleaner.
• Electrical & Charging: Heavy-duty 12.0 V electrical system with a minimum 30.0 amp charging system and 300.0 CCA battery capacity. Must include a standard digital hour meter.
• Hydrostatic Drive System: Heavy-duty integrated piston wheel motors with cross-porting and a minimum hydraulic capacity of 5.9 U.S. quarts.
• Ground Speed: Ground speed must achieve a minimum of 0–12 mph forward and 0–4.5 mph reverse, controlled via twin levers.
• Braking System: Must feature dynamic braking via twin levers and an internal wet disk park brake integrated directly into the transmission, actuated by a hand lever.
• PTO Structural Drive: Electro-magnetic PTO clutch rated at a minimum of 225 lb-ft (305 Nm) of torque, utilizing a V-belt drive.
• Anti-Scalp & Wheels: Caster wheels must be flat-free, sized at 13x6.5-6. Drive wheels must be minimum 24x12-12 with a 4 PR load rating. Anti-scalp rollers must be installed on the left, center, and right of the deck.
• Safety & Slopes: Certified Rollover Protective Structure (ROPS) is mandatory. Machine must maintain a certified slope operating limit of at least 20.0 degrees (angle).
• Quality Control Plan (QCP): Submission of an operator training and equipment maintenance QCP is completely optional and will not alter the evaluation baseline.

5. Mandatory Warranty Requirements

To protect against rapid hour accumulation during the contract period, all bids must provide comprehensive commercial warranty coverage that meets or exceeds the following threshold:

• Required Coverage: The unit must possess a minimum commercial warranty of 36 months or 1,200 hours (whichever comes first), with an explicit no-hour-limitation clause during the first 24 months of fleet deployment. Bids offering fewer than 24 months of unlimited-hour coverage will be disqualified.
