The Federal Bureau of Prisons (FBOP) herein issues solicitation 15B21626Q00000012 and intends to make a single award to a responsible entity for a firm-fixed-price contract for a project entitled Supply Replacement Rooftop HVAC Units at the Federal Correctional Institution (FCI) Elkton, located in Lisbon, Ohio.


Quotes shall be received on or before the deadline of August 10, 2026, at 10:00 a.m. EST.  Quotes shall be submitted electronically via email to zbowers@bop.gov in pdf format only and will be deemed received at the time as indicated on the email notification.   Faxed and hand delivered quotes will not be accepted.  Quotes received after the quote deadline will be handled in accordance with FAR 12.203(c)(1).

FCI Elkton is a federal facility located at 8730 Scroggs Rd. Lisbon, OH. The project consists of the following:


The Federal Bureau of Prisons (FBOP)  intends to make a single award to a responsible entity that will provide eleven (11) commercial HVAC heating and/or cooling units, in new condition, to Correctional Institution - Elkton located at 8730 Scroggs Road in Lisbon, OH. The contract type is a requirements contract with firm-fixed prices. The Contracting Officer holds the rights for the dismissal of the awarded party and dissolution of the contract if contract goals and schedules are not met. The contract shall consist of a one-phase process to procure and deliver equipment meeting the specified qualifications. The contractor is responsible for ensuring a safe delivery is met and maintained throughout the term of the contract. Specifications of the (11) HVAC units are found on page 3 of the attachment labled "SOW".  


The North American Industrial Classification System (NAICS) code applicable to this requirement is 333415 (Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing) with a corresponding small business size standard of 1250 employees.
