AI Contract Overview
This contract, titled "FCI McDowell 3rd Qtr FY 26 KOSHER," is a total small business set-aside solicitation issued by the Department of Justice for the FCI McDowell facility in Welch, West Virginia. The solicitation number is 15B12226Q00000008, with proposals due by February 27, 2026. The contract primarily focuses on the procurement of kosher food items, governed under NAICS code 311991. Evaluation criteria emphasize past performance and delivery schedule, reserving significant weight for these factors alongside price and socio-economic status. Vendors must ensure that bid prices reflect accurate case counts corresponding to the posted quantities, with failure to provide proper calculations and annotations on the bid sheet resulting in rejection of their line item bids. The contract stipulates strict quality and specification adherence, noting that any delivery attempts of items with expired dates or failing to meet specifications will be documented and result in vendors being placed on a do-not-award list for the following quarter. This could lead to voiding entire bids on future solicitations if past performance issues persist. Vendors are expected to respond professionally if items are rejected by the warehouse, with discourteous communication potentially ending future business interaction. Bids must be submitted via email to the primary point of contact, Joe Riffe, at jriffe@bop.gov, with Jermaine Jackson serving as a secondary contact. The contract details indicate a firm expectation of compliance with delivery and quality standards critical to maintaining eligibility for award.

Full Description
Evaluations will be based upon past performance, socio‐economic status, overall price and delivery schedule. Greater emphasis will be placed upon past performance and delivery schedule. In addition to your price, if your quantities such as case count differ from what is posted, please do the calculations to match what your price would be as if you were delivering what is posted also post your actual case count and price as well. If the calculations are not done and annotated on the bid sheet, your line item bid price will not be accepted. Due to numerous items that have attempted delivery with expired dates or not meeting specifications, etc....., we will document those items and you will be listed on a do not award list for the following quarter. Meaning if you submit a bid on future solicitations and you have past performance issues the entire bid will be void. Past performance issues can encompass numerous issues. If our warehouse rejects any item, please be respectful and just pick it back up. Unpleasant communication means we will not be communicating at all the following quarter………… Emailed bids should be sent to: jriffe@bop.gov
