AI Contract Overview
The contract for FCI McDowell’s 3rd Quarter FY 26 Subsistence requires bidders to submit offers that will be evaluated primarily on past performance and delivery schedule, with additional consideration given to socio-economic status and overall price. Bidders must carefully calculate and annotate their prices to reflect the quantities specified, ensuring their bids align with the posted case counts. Failure to provide these calculations will result in bid rejection. Emphasis is placed on strict adherence to quality and delivery standards, as previous issues with expired or non-compliant items have led to providers being placed on a "do not award" list for subsequent quarters. Any past performance problems, including rejected items at the warehouse, can void all submitted bids for future solicitations. Professional and respectful communication is mandatory, with uncooperative behavior leading to termination of contact in future cycles. This solicitation is a total Small Business Set-Aside under NAICS code 311991, managed by the Department of Justice’s FCI McDowell office located in Welch, West Virginia. The deadline for submission is February 27, 2026, by 2:00 PM, and bids must be emailed to the primary contact, Joe Riffe. A secondary contact, Jermaine Jackson, is also available for assistance. The contract represents a combined type award focusing on subsistence supplies, and strict compliance with the outlined standards and procedures is critical to successful consideration.

Full Description
Evaluations will be based upon past performance, socio‐economic status, overall price and delivery schedule. Greater emphasis will be placed upon past performance and delivery schedule. In addition to your price, if your quantities such as case count differ from what is posted, please do the calculations to match what your price would be as if you were delivering what is posted also post your actual case count and price as well. If the calculations are not done and annotated on the bid sheet, your line‐item bid price will not be accepted. Due to numerous items that have attempted delivery with expired dates or not meeting specifications, etc....., we will document those items and you will be listed on a do not award list for the following quarter. Meaning if you submit a bid on future solicitations and you have past performance issues the entire bid will be void. Past performance issues can encompass numerous issues. If our warehouse rejects any item, please be respectful and just pick it back up. Unpleasant communication means we will not be communicating at all the following quarter………..Emailed bids should be sent to: contact@example.gov
