The Defense Logistics Agency (DLA) Troop Support is conducting market research through a Sources Sought Notice to identify manufacturers interested in the Manufacturing Pricing Agreement (MPA) Program. The program aims to establish direct pricing agreements with manufacturers for products supplied to global military customers via Subsistence Prime Vendor partners. Participation requires manufacturers to adhere to a pricing policy where rates offered to the DLA are equal to or less than those offered to similar commercial customers. The program supports two pricing models: an Established Catalog based on published price lists or a Competitive model based on market data and comparative analysis. To participate, manufacturers must possess the technical capability to submit monthly pricing spreadsheets in .csv or Excel format via email for integration into the DLA system of record. Additionally, all participants must apply for a Manufacturer Code through the National Allowance Pricing Agreements (NAPA) program, as NAPA stock numbers are required for all items sold to overseas military customers. Interested respondents must provide comprehensive company details, including CAGE codes, Unique Entity IDs, and primary NAICS codes, along with commercial product specifications and labels for verification. This notice is for informational purposes only and does not constitute a government commitment or guarantee of product selection.
