FDA Laboratory Benchtop Luminometer

The U.S. Food and Drug Administration, through its Office of Acquisition and Grant Services within the Department of Health and Human Services, is conducting a market survey under Solicitation Number 75F40126SSN134302 to gather information on the availability of a benchtop luminometer for use in hepatitis C research and cell expression studies at the Center for Biologics Evaluation and Research. This is a Sources Sought Notice, not a formal solicitation, and no contract will be awarded based on responses. The instrument must replace a non-operational unit and be capable of reading 96-well plates with an integrated injection system for luciferase reagent delivery, including a minimum of two injectors with selectable volumes. Technical requirements include a spectral range of 340-630 nm, sensitivity of less than 5 amol ATP per well and detection of less than 2 zeptomoles of firefly luciferase, along with a dynamic range exceeding six orders of magnitude. The system must come with compatible PC software for instrument control, plate setup, and data analysis, a minimum one-year full manufacturer’s warranty, and include installation and staff training. Delivery must be made to FDA’s facility in Silver Spring, Maryland, and the supplier must demonstrate the ability to initiate service within five business days of notification. Responses must include a complete description of the equipment, supporting literature, past performance data for similar products within the last three years, applicable government contract vehicle information, and the country of origin for compliance with Buy American and Made in America requirements. Respondents must identify their business size status and, if applicable, the manufacturer’s SAM Unique Entity ID and size status. Only small businesses under NAICS code 334516 with fewer than 1,000 employees are targeted, though responses from large businesses are accepted if they disclose subcontracting opportunities for small firms.
