The study will identify opportunities for safe, accessible and connected bike/pedestrian routes from adjacent subdivisions west of US 40 to Havre de Grace Elementary, Middle and High Schools. The Consultant Firms shall be proficient in the services listed in this RFP and shall bring an experienced and expert staff to the contracts as required. Firms interested in being considered must submit a complete Standard Form (SF) 330 concurrent with the technical proposal. Written questions from prospective Offerors will be accepted by the City of Havre de Grace Procurement Officer through eMMA only. All questions concerning submissions and procedures must be submitted via emma.maryland.gov no later than Wednesday September 9, 2026 by 5pm. All questions must be posed under the specific solicitations Discussion Q&A tab.
