Feather Falls Campground Construction of Replacement Facilities After North Complex Fire

Mooretown Rancheria, in partnership with the Plumas National Forest, is undertaking the reconstruction of the Feather Falls Campground, which was destroyed in the 2020 North Complex Fire, on federally managed land. Although initial planning envisioned rebuilding the campground on its original footprint, the redesigned project relocates the site slightly and expands capacity by adding three new campsites. Resource assessments for the updated location were completed and formally documented by the Plumas National Forest through a FANEC issued on March 26, 2026, confirming no extraordinary environmental circumstances apply. Despite the prior Notice of Exemption under CEQA filed by BCRCD in June 2025 for the original design, the revised project remains subject to CEQA due to the use of state funding, prompting the issuance of a second Notice of Exemption to reflect the updated scope. The project is authorized under the previously approved Feather Falls Salvage Project, ensuring regulatory continuity while advancing ecological, cultural, and recreational restoration goals across the Mooretown Tribal Landscape. The Butte County Resource Conservation District is the lead agency overseeing compliance, with Wolfy Rougle serving as the primary point of contact for planning and watershed program inquiries.
