Charnock Road Elementary School Playground and Campus Exterior Upgrades

The Charnock Road Elementary School Playground and Campus Exterior Upgrades project is a comprehensive renovation of the 5.8-acre campus located in the Palms neighborhood of Los Angeles. With a budget of 11,208,254 dollars approved by the Los Angeles Unified School District Board of Education on March 12, 2024, the project focuses on replacing approximately 94,000 square feet of paving in the main and kindergarten playgrounds. The scope of work includes the installation of solar reflective coatings, new playground equipment, the removal of relocatable buildings, the creation of an outdoor learning environment, and general campus greening, landscaping, privacy fencing, and exterior building painting. Additionally, the project encompasses critical infrastructure upgrades to the sanitary sewer, storm drainage, and overall site accessibility. The project must adhere to all state, federal, and local regulations, as well as the District Standard Conditions of Approval for Construction, Upgrade, and Improvements Projects adopted in December 2023. Key operational requirements include mandatory soil sampling and testing prior to paving removal, maximum recycling of construction and demolition waste, and strict protocols for the import and export of materials. Environmental protections are prioritized through required arborist consultations for tree removal, nesting bird surveys between February and August, and immediate work stoppage if paleontological or archaeological resources, tanks, or contaminated soils are discovered. The project is designed to benefit students, staff, and the broader community under the Civic Center Act.
