Van Sickle Bi-State Park Safety and Equitable Access Improvements Project

The Van Sickle Bi-State Park Safety and Equitable Access Improvements Project, managed by the California Tahoe Conservancy and the Department of General Services, focuses on enhancing accessibility and infrastructure within a 15-acre area of the park in South Lake Tahoe, El Dorado County. This phase three project involves the construction of approximately 0.4 to 0.5 miles of Class 1 paved shared-use trails and unpaved hiking trails to connect the California day-use area to the park entrance and the state line monument. Additional deliverables include a new entrance plaza, two picnic areas with amenities, and the paving and upgrading of an unpaved parking lot to include stormwater facilities and snow storage for winter operations. All improvements must align with the Conservancy's 2018 ADA Self-Evaluation and Transition Plan to ensure equitable pedestrian and bicycle access. The project is subject to strict environmental and cultural compliance measures under CEQA and TRPA regulations. Key requirements include the implementation of a Stormwater Pollution Prevention Plan (SWPPP) and an Invasive Species Prevention and Management Plan featuring clean-equipment protocols to prevent the spread of noxious weeds. Biological protections require pre-construction nesting bird surveys from March to August and protocol-level special-status plant surveys by qualified botanists. Furthermore, archaeological surveys must be conducted by a qualified archaeologist and a member of the Washoe Tribe. In the event of a cultural discovery, work must cease within 100 feet of the find until the Conservancy and the Washoe Tribe provide direction for protection or preservation.
