TD1367680 Lake Eleanor Pole and Anchor Replacement Project, (Notification of Lake or Streambed Alteration, No. EPIMS-VEN-42661-R5)

The California Department of Fish and Wildlife has authorized Southern California Edison Company to proceed with the Lake Eleanor Pole and Anchor Replacement Project under Lake and Streambed Alteration Agreement EPIMS-VEN-42661-R5, as required by section 1602 of the Fish and Game Code. The work involves removing two aging wooden utility poles and replacing them with lightweight steel poles, along with reinstalling three existing anchors in their original locations at each pole and installing new guy wires connecting the anchors to the poles. A crane will be operated from the adjacent road to assist in removing the old poles, excavating holes, and setting the new poles. The project will cause temporary disturbance to approximately 0.39 acre of native vegetation including California sycamore woodlands, chamise chaparral, coast live oak woodlands, and mulefat thickets, with a permanent impact of 0.01 acre on coast live oak woodlands and mulefat thickets. Vegetation will be trimmed and crushed during construction, and soil disturbance will occur within Lake Eleanor Creek. Southern California Edison is required to fully restore the 0.39 acre area of temporary impact to its pre-Construction condition. Restoration efforts include recontouring and blading disturbed soils, returning topsoil to its original positions, and raking and spreading duff across the entire disturbed footprint to promote natural recovery. All work must be conducted to minimize further ecological disruption, with the goal of stabilizing the stream bed, bank, and channel to their original state. The project is located in Thousand Oaks, California, and the primary point of contact for the California Department of Fish and Wildlife is Senior Environmental Scientist Dane St. George, with Victoria Parsons of SCE serving as the company’s primary liaison. The project was forecasted on June 18, 2026, under the regulatory framework overseeing alterations to aquatic and riparian environments.
