Grossmont College Storm Drain Repair Project

The Grossmont College Storm Drain Repair Project, managed by the Grossmont-Cuyamaca Community College District, involves the replacement of a failed storm drainpipe and a degraded concrete drainage ditch in El Cajon, California. Located in the southeastern corner of the campus between Grossmont College Drive and State Route 125, the project focuses on restoring the site to pre-failure conditions. The scope of work includes excavating the site, removing approximately 1,130 cubic yards of sediment, installing a new pipe within the slope, and backfilling with imported soil and removed sediment. All structures will be replaced in-kind with no new permanent features. The project is subject to strict environmental and regulatory requirements, including the procurement of permits from the California Department of Fish and Wildlife and the Regional Water Quality Control Board. To protect biological resources, specifically inland scrub oaks and Nuttall's oaks, the project mandates oak tree avoidance and the use of a qualified biologist to monitor the installation of temporary construction fencing and silt fencing. Land disturbances must occur outside the bird breeding season, specifically between September 16 and January 14. Following construction, the site must be restored and revegetated according to a detailed plan, featuring a 120-day plant establishment period followed by up to five years of maintenance and monitoring to ensure successful habitat rehabilitation.
