Federal Financial Systems Support Services

TSA’s current financial system is the Financial System Modernization Solution (FSMS), which is a suite of applications that includes Oracle Federal Financials (OFF), Sunflower Assets (SA) and Contract Lifecycle Management (CLM). FSMS also integrates with TSA feeder systems which automate certain business processes, such as Concur Government Edition (CONCURGOV which is the employee travel management system) and MarkView (for invoice imaging and approval workflow). In addition to these feeder systems, TSA uses the National Finance Center (NFC), a service-based organization to process payroll from the U.S. Treasury Department and distribute payment to TSA employees. To reflect payroll transactions in FSMS, the NFC payroll files are downloaded and processed on a bi-weekly basis to update the FSMS general ledger. These systems integrate with FSMS to ensure that all financial transactions are properly posted to the general ledger. TSA supports the TFDW (an Oracle Data warehouse) utilizing Oracle Business Intelligence Applications (OBIA) /Oracle Business Intelligence Enterprise Edition (OBIEE) /Oracle Data Integrator (ODI)/ Oracle Application Express (APEX) that is hosted in the Amazon Web Service (AWS) Cloud by DHS. TSA provides Database Administration (DBA), OBIA/OBIEE development/maintenance/enhancements to a suite of business Dashboards and Reports for 600 users.
TSA requires a Contractor to support the oversight of the financial systems service provider and provide functional and business intelligence (BI) support to the TSA financial systems user community. Effective systems management and associated services will facilitate successful accomplishment of overall financial management objectives.
TSA does not operate or maintain the production systems; nor does TSA perform system development work to modify the financial systems (those are our service provider’s responsibilities). TSA develops BI reports and administers the OBIA/OBIEE/ODI/APEX environments to support the TSA user community. The principal purpose of the solicited service is for the Contractor to provide financial management systems functional and BI support. The solicited services will be performed primarily within the TSA Chief Finance Office (CFO) and require a unique combination of functional and technical expertise in a Federal financial management system environment with a heavy emphasis on the Federal financial, accounting, and financial systems functional expertise. Specifically, TSA requires Contractor support to: 1. Provide overall project and task order management support; 2. Provide overall financial systems implementation support services and operations and maintenance which include, but are not limited to, general IT control activities, financial systems functional support, and travel system support; and 3. Provide Data Warehouse and Oracle BI Support, which include overall Data Warehouse/BI Support Activities, Project Lead and BI Architect Support, DBA Support, BI/OBIA Administration Support, and BI Development Support.
