The Freedom Center is housed in Herndon, VA and consists of 104,014 rentable square feet (103,502 usable square feet per BOMA standards) in a single-story building. The Freedom Center (FC) was established in response to the direction provided by the National Strategy for Combating Terrorism, as part of the President’s Management Strategy. Operational since July 2003, the Freedom Center serves as TSA’s 24/7 coordination center for transportation security-related operations, incidents, or crises for TSA within the Department of Homeland Security. It integrates real-time intelligence and operational information, ensuring unity of command and action in preventing and responding to terrorist-related incidents across all transportation modes (maritime, land, and aviation).
TSA requires complete operations and maintenance services for the above-referenced facilities. The Contractor shall ensure all required project management, mechanical, electrical, plumbing, grounds maintenance, and housekeeping (including janitorial, custodial, equipment and systems testing/inspection, preventive/predictive maintenance, corrective maintenance/repair, 24/7/365 operations, and emergency services) are performed to provide a safe and comfortable environment for building occupants. Preventive maintenance service calls must meet or exceed commercial standards. All tasks must comply with applicable codes, laws, regulations, and policies at all levels. Services must be provided 24/7 for the Freedom Center and 5 days per week for the TSIF facility.
TSA anticipates issuing a contract for these services under the AbilityOne Program.
