The Defense Commissary Agency (DeCA) is seeking innovative, commercial approaches for commercial Facility and Equipment (FM) maintenance services for the commissaries within the Stuttgart (Kelley, Patch, Panzer and Robinson) area. The prospective contractor shall provide a comprehensive preventative, unscheduled, and 24/7/365 emergency maintenance for commercial Facility and Equipment (FM) services to ensure continuous operations and prevent inventory loss. Solutions should demonstrate rapid on-site emergency response capabilities, preventative maintenance compliant with local commercial standards, transparent fixed-price quoting and reporting procedures, and full compliance with applicable host nation (German/EU) statutory requirements and Department of War (DoW) statutory, safety, and warranty standards from firms operating in European Union, compliant with EU and host nation specific regulations and standards as it relates to commercial Facility and Equipment (FM) preventive maintenance and repair. Attached documents contain technical data that will provide assistance in understanding current conditions that the commercial solution will need to meet.

Our objective is to establish a long term partnership with a provider whose technology, service model, and commercial terms align with our commitment to delivering reliable, value driven solutions. DeCA seeks solutions that will provide this support for up to five total years, requesting that solutions propose a Period of Performance (PoP) that reflect customary commercial lead times, development lifecycles, use of CAFM systems, and repair benchmarks for the proposed support. The Government reserves the right to adjust the proposed PoP to align with mission requirements, funding availability, and applicable regulatory limitations, including structuring the award as a base period with one or more option periods at the Government's discretion.

Call for Solutions - Europe Area Inventory
Solicitation # HQC0102715
The Defense Commissary Agency is seeking a mature commercial partner to provide an automated inventory and audit reconciliation solution for 32 European stores. The requirement focuses on implementing computer vision, sensor workflows, and rapid mobile scanning technologies to execute SKU-level perpetual inventory counts and real-time validation. This solution must operate across diverse environments, including high-volume sales floors, chilled and frozen storage, backroom prep stations, and remote warehouses. The technology must be capable of processing various marking formats, such as EAN barcodes for European items, compressed UPCs, random weight labels for fresh meats and cheeses, and PLU codes for bulk goods. A critical technical requirement is the ability to bridge current legacy catalog and flat-file data exchange formats while providing a modular path for direct integration into DeCA's future SAP digital core. The agency is looking for a long-term partnership for up to five years, with a preference for a period of performance reflecting customary commercial processes, potentially structured as a base period with option periods. All annual inventories are expected to be completed between April and May. This opportunity is being pursued as a Commercial Solutions Opening under DFARS 212.70, with the potential for a fixed-price contract award pursuant to FAR Part 12. Interested vendors must be registered in SAM and PIEE WAWF. The solicitation process is multi-phased, beginning with a Phase 1 Solution Brief due by November 6, 2026. Submissions are evaluated based on technical adequacy and price, with a specific focus on the provider's ability to scale alongside DeCA's enterprise-wide modernization roadmap.
