FEDLINK - Electronic Resources - IT Research Subscription - Executive

The United States Senate Sergeant at Arms is soliciting quotes for an Information Technology research subscription under the Library of Congress FEDLINK Electronic Resources multiple award IDIQ contract, with solicitation number 2026-D-025-003. The evaluation for award is based on a best-value tradeoff, prioritizing technical capability—including the qualifications of the assigned Executive Peer Partner—over price, with price becoming decisive only when technical proposals are substantially equal. Proposals must be submitted in two volumes: a technical proposal limited to ten pages, containing the Executive Peer Partner’s biography and alignment with contract requirements, and a separate pricing proposal. The Senate imposes stringent cybersecurity and personnel security obligations, including mandatory U.S. citizenship for unescorted access, Capitol Police background checks renewed every six years, and mandatory reporting of cyber incidents, patch vulnerabilities, and personnel changes within 24 to 48 hours. Contractors are prohibited from using Senate data for AI training, transferring data outside the U.S., or engaging in automatic renewals, and all subcontractors must sign a Chain of Trust Partner agreement. Invoices must be submitted electronically via email to AP@saa.senate.gov using PDF only, with no use of WAWF or IPP systems permitted. The Anti-Deficiency Act prohibits automatic renewals and indemnification clauses beyond statutory limits, and federal laws such as the Prompt Payment Act and Freedom of Information Act do not apply. The Senate retains full audit rights and requires contractors to maintain records for three years after final payment.
