The FEMA Forward Framework, issued on June 5, 2020, provides guidelines for transitioning FEMA personnel and contractors back into physical FEMA facilities amid the COVID-19 pandemic. The phased approach begins on June 15, 2020, with Phase 1 limiting occupancy to 25% of personnel, including both FEMA and contractor employees. Subsequent phases are scheduled for July 15 and August 15, contingent on various local public health and safety factors such as stay-at-home orders, school and daycare closures, and public transportation availability. This phased return requires ongoing evaluation of external conditions to ensure safety and compliance. Contractors must obtain written approval from the designated Contracting Officer or Contracting Officer’s Representative before accessing FEMA facilities and adhere strictly to COVID-19 mitigation measures outlined in the framework. These measures include enhanced screening protocols such as temperature checks, desk space reservations coordinated through the COR, maintaining six feet of social distancing in work and common areas, and the mandatory use of cloth face coverings in shared spaces. While contractors may provide their own face coverings, FEMA can supply them upon request. This communication does not alter existing contract terms, and all questions regarding compliance are to be directed to the COR or Contracting Officer.

Full Description

This communication serves to notify contractors that the FEMA Administrator issued the FEMA Forward Framework on June 5, 2020. The framework is a set of guidelines developed to transition the Agency through the COVID-19 pandemic. It requires decision-makers to consider criteria set forth by Office of Personnel Management (OPM), Department of Health and Human Services, Centers for Disease Control and Prevention (CDC), Department of Homeland Security, and other governing authorities to facilitate the return of personnel to FEMA physical facilities. The earliest individuals will start to re-populate FEMA's physical facilities is June 15, 2020, based on the approach outlined in the framework. During Phase 1, occupancy is limited to 25%, inclusive of FEMA and contractor employees. The framework has three-phases; the earliest date that phases 1, 2, and 3 can begin are June 15th, July 15th, and August 15th, respectively. Before entering each phase, the framework considers external factors, such as state, county, and local stay-at-home orders; local school systems, daycare, and dependent care facilities closures; public transportation; and other factors unique to a locality. Collaboration from everyone reporting to an onsite location is crucial, to include FEMA Contractors. Consistent with FEMA Forward, FEMA contractors are required to: Seek written approval from the relevant Contracting Officer's Representative (COR) or Contracting Officer prior to accessing any FEMA physical facility. Comply with COVID-19 mitigation measures when accessing FEMA facilities, as outlined in FEMA Forward, including: Enhanced screening protocol to include temperature checks; Desk space reservation by contacting the designated COR to assist in making the seat reservation on the part of the contractor employee; Social distancing protocol adherence, to include a minimum of 6 feet for workspaces and common areas; and Use of cloth face coverings in common areas including entrances, elevators, kitchens, bathrooms, and conference rooms. Contractor employees are permitted to bring their own face coverings; FEMA can provide face coverings upon request. This communication does not modify the terms and conditions of any FEMA contract. If you have questions, please contact your COR or Contracting Officer.

Solicitation # N4008526R0033
The contract solicitation N4008526R0033, issued by Navfacsyscom Mid-Atlantic under the Department of Defense, seeks qualified contractors to provide comprehensive Base Operation Services across Marine Corps Air Station Laurel Bay in Beaufort, South Carolina, Laurel Bay Schools, and the Townsend Bombing Range in Shellman Bluff, Georgia, along with supporting outlying areas. Services encompass Facility Investment, Pest Control, Electrical Operations, and Base Support Vehicle Equipment, requiring full labor, management, tools, materials, and equipment to be furnished by the contractor under a performance-based, firm-fixed price, indefinite delivery/indefinite quantity (IDIQ) structure. The contract includes a 12-month base period with a 90-day post-award start window and up to seven option periods plus a single six-month extension, allowing for scalability within a not-to-exceed financial ceiling. Work is to be performed on-site at designated government installations, with additional locations potentially authorized within a 50-mile radius. All shipments must adhere to MIL-STD-129 and MIL-STD-130 for marking, packaging, and Unique Item Identifier (UII) labeling using Data Matrix barcodes compliant with ISO/IEC standards, ensuring full traceability of government-furnished property. Offerors must submit proposals via the PIEE Solicitation Module in two separate volumes—technical and price—with the technical volume capped at 110 pages and the safety approach limited to seven pages, both formatted in 12-point Arial or Times New Roman. The evaluation uses a balanced best-value trade-off model, where Management Approach, Corporate Experience, Safety, and Past Performance are equally weighted among themselves and nearly equal in importance to price, allowing award to the offeror providing the greatest overall value, not necessarily the lowest-priced or highest-technically-rated proposal. The solicitation is set aside for 8(a) small businesses and requires full compliance with numerous FAR and DFARS clauses, including restrictions on subcontracting (50% service, 85% construction, 75% special trades), protections against Chinese military companies, data rights limitations, mandatory arbitration prohibitions, and cybersecurity and personal identity verification requirements. Contractors must hold current SAM certifications, submit UEI and CAGE codes, and comply with stringent safety programs, including chemical hazard communication, confined space protocols, critical lift plans, and drug/alcohol prevention. Invoices must be submitted electronically through WAWF using approved formats, and all proposals must include
