AI Contract Overview

The contract solicits services under the FEMA 2023 Regional Catastrophic Preparedness Grant Program (RCPGP) awarded to the City of Tucson, focusing on enhancing community resilience in historically disinvested neighborhoods. The selected contractor will support the City and its partners by facilitating community engagement, conducting workshops, and developing a comprehensive, flexible plan to establish resilience hub networks. Emphasis is on meaningful, community-driven stakeholder participation and integration of both in-person and virtual formats to ensure wide-reaching inclusion and effectiveness in outreach. The contract spans a one-year period and addresses the development and pilot implementation of community resilience initiatives, culminating in a final report to guide longer-term planning and capacity building. Evaluation of proposals emphasizes qualifications and experience, particularly related to local government contracting, community engagement, and workshop facilitation, as well as the clarity and effectiveness of the proposed methodology. Price, while considered, ranks below these qualitative factors, with award decisions based on a trade-off approach. Compliance with Small Business Enterprise (SBE) participation goals and related federal and local regulations is mandated, focusing substantially on subcontractor utilization rather than prime contractor certification. Contract terms establish that final inspection and acceptance authority rest with the City, and the contractor bears all risk until delivery and acceptance, reflecting FOB destination principles. Special requirements include adherence to the City’s living wage ordinance and worker protections, with performance contingent on fund availability. Submission demands are strictly electronic through the City’s procurement portal with a deadline in May 2026, and proposals must comprehensively address all solicitation requirements without set page limits. No packaging, marking, or MIL-STD compliance is required, and the contract does not specify pricing or dollar values, suggesting budget details will be negotiated or defined post-award.
