Full Description

This action contemplates the award of two (2) separate bridge contracts, each of which will include a three (3) month base, with four (4) three month options to be exercised at the Government's sole discretion with Fiscal Year 2016 and 2017 funds. These contracts will ensure continued support during the competition and transition of the follow-on contracts. The services provided by the current contract are critical to FEMA communications and cannot be allowed to lapse due to insufficient time required to solicit and evaluate proposals from multiple vendors. FEMA intends to compete this requirement under full and open competition in FY 17.

This market research effort focuses on five primary functional areas: automated real estate aggregation and vacancy sourcing, AI-driven algorithmic matching for household profiles, automated physical accessibility verification using computer vision, landlord engagement and leasing workflow automation, and the implementation of a secure federal architecture. Technical requirements include compliance with FISMA Moderate impact baselines, FedRAMP authorization, and adherence to HUD Housing Quality Standards, the Americans with Disabilities Act (ADA), and Uniform Federal Accessibility Standards (UFAS). This RFI is not a formal solicitation and does not constitute a commitment by the government to award a contract.
