Fence Maintenance & Replacement Services

The Contractor will provide comprehensive fence maintenance and replacement services across Florida District facilities under a continuing services contract utilizing unit cost pricing, with an initial term from October 1, 2026, through September 30, 2028, and one optional two-year renewal period. The scope includes the installation and painting of 2-board, 3-board, and 4-board fencing, as well as PVC fencing, with strict specifications governing materials: posts must be CCA-treated at 0.40 retention minimum, 5”–6” in diameter and 7’ long, while boards must be MCA-treated “Premium” grade, 1” x 6” x 16’, with no alternatives permitted. Posts are to be installed at 8-foot centers, tamped firm, with staggered board joints and 16d galvanized screw shank nails; finished fence height must be approximately 50 inches. All post holes are to be hand dug, and where applicable, 2” x 4” welded wire minimum 14 gauge must be trenched 12 inches deep, stapled to the second board, and stretched tight and plumb. Painting must be done using Fence-Guard 3, a water-based black satin sheen acrylic paint, applied only by brush or roller—spraying is prohibited. Daily site cleanup is required, including removal of all debris and raking of trenches to a smooth, level finish. In wetland areas without vehicular access, all materials must be manually transported. When replacing fencing, any usable posts or boards must be removed, transported, and stacked neatly at a specified location. All work must comply with the latest industry best practices and standards, and the District reserves the right to inspect and evaluate performance at its sole discretion based on quality, not frequency. Non-compliant materials or work will be rejected, and the Contractor will be liable for the cost differential if remediation is not completed within a reasonable time. Bidders must demonstrate experience on at least three similar projects and submit a Performance Bond Surety Letter with their bid, along with a letter of bondability confirming eligibility for a $1,000,000 bond. The Contractor must maintain general liability insurance of at least $1,000,000 per occurrence and $2,000,000 general aggregate, cyber liability insurance of $1,000,000 per claim and annual aggregate with no more than a
