This is a Request for Information (RFI) issued by the U.S. Department of State under solicitation number 19AQMM26-RFI-0001 for the next phase of the FEWS NET Data, Learning, and Communications Hub, covering the period from 2026 to 2031. The RFI is purely for market research and planning purposes and is not a solicitation for proposals or a binding contract. It seeks input from industry stakeholders to assess capabilities, market interest, and readiness for managing critical food security data, analytics, and communication systems. The Hub’s core mission is to manage the FEWS NET website and Data Warehouse, ensure data ingestion, cleaning, storage, and distribution, implement advanced knowledge management systems, and provide seamless transition planning for both the start and end of the contract period, all while complying with U.S. Government open data policies, security mandates, IT standards, and privacy regulations. All responses must be submitted in English via a designated Google Form by June 23, 2026, at 2:00 PM EST, and respondents are required to sign in with a Google account; submissions outside the form will not be accepted. The NAICS code associated with this RFI is 541990, and no set-aside provisions are in place, meaning all entities—including U.S. small and large businesses, non-U.S. organizations, NGOs, educational institutions, and federally recognized socioeconomic categories such as Women-Owned Small Businesses, 8(a) firms, HUBZone businesses, and Veteran-Owned businesses—are eligible to respond. Respondents must provide detailed evidence of in-house experience, excluding subcontracted work, and each answer is limited to approximately half a page. The Department will not compensate respondents for their input, and participation is voluntary with no impact on future solicitations—responses will not be considered part of any future proposal evaluation. The place of performance is Washington, D.C., and point of contact details are provided for general inquiries and technical support. The system for award management (SAM) registration status and any existing government-wide acquisition contracts or Federal Supply Schedules must be disclosed. No pricing, contract value, evaluation criteria, or formal deliverables are being solicited at this stage; this RFI is solely to inform the Department’s next steps in procuring the Hub’s services.
