The Department of Defense, through the W6QM MICC-Ft Leavenworth, awarded a fixed-price contract to Fiber SenSys for the tuning and calibration of an alarmed Protected Distribution System (PDS) located in Building 52. This action, identified by solicitation number W91QF4-19-Q-0031 and NAICS code 811219, was necessary because the existing intrusion detection system, which utilizes vibration sensors, had lost calibration. This degradation, compounded by recent structural renovations to the headquarters building, resulted in frequent false alarms and excessive overtime costs for personnel required to clear them outside of normal duty hours. The contract, valued at 9,010.00 dollars, includes services for nuisance alarm mitigation and specialized training. Due to the original manufacturer retaining proprietary tools and methods required for the calibration process, the award was made under the authority of FAR 13.106-1(b)(1) as a brand-name buy, justifying the limitation of competition below the Simplified Acquisition Threshold. The procurement was managed by Contracting Officers Ruth N. Austin and Robert M. Parvin at Fort Leavenworth, Kansas.
