The U.S. Army Corps of Engineers Research and Development Center (ERDC), intends to issue a single source award to Granite Construction, 585 W Beach ST, Watsonville, California to procure field testing services at Cannon Air Force Base. The Airfields and Pavements Branch (APB) of the U.S. Army Engineer Research and Development Center (ERDC), Vicksburg, MS, is conducting a research field trial of longitudinal joint techniques for asphalt pavements. This field trial is planned for Runway 13-31 at Cannon Air Force Base (CAFB) in conjunction with an existing project to mill and replace the asphalt surface (hereafter referred to as CAFB paving project). This service contract will supply equipment, materials, and services required to carry out the research trial. The trial will be located on the two outermost longitudinal joints of Runway 13-31 with an approximate total length of 7,400 ft. Each longitudinal joint will be divided into 8 different test items with a total of 16 test items between the two outermost joints. Two test items will be 550 ft long, and all others will be 450 ft long. Aside from the longitudinal joints selected for field trials, all other longitudinal joint practices outlined in UFGS 32 12 15.13 and performed elsewhere on the CAFB paving project will be maintained (e.g., cutting back cold joint). The mat area of the pavement will not be considered a part of this field test trial and should follow CAFB paving project requirements and should be accepted according to the quality control plan and measures specified in the CAFB paving project. The USACE Albuquerque District has awarded the paving project to Granite Construction Company and work at CAFB has commenced. Since the CAFB paving project has already started, the USACE Albuquerque District and CAFB have agreed to let the ERDC research team perform the field test trial on Runway 13-31 if ERDC's service contract is executed through the awarded prime contractor Granite Construction Company to avoid contractual issues with the current CAFB paving project. The award will be issued in accordance with FAR 13.106(b)(1)(i). The applicable North American Industrial Classification System Code (NAICS) code is 238990 All Other Specialty Trade Contractors with a small business standard of $16.5M.
